Start with a black circle
Add noise to it (uncheck "monochromatic")
Select area and expand (select-modify-expand) until it's just under twice the size.
Add a radial blur of about 60%.
Colour overlay, blending mode set to overlay.
Not the most convincing dandelion, looks more like a furry ball.
